RFP Shredding
What is RFP Shredding?
Request for proposal (RFP) shredding is the process of breaking a solicitation package into requirements, instructions, evaluation factors, and other information the response team must use. It should cover the package's attachments and amendments, not only the base document.
How to use it
Preserve source references and document versions. Separate independently testable requirements and identify conflicts or unreadable material. Review AI extraction for omissions as well as incorrect statements. Use the resulting requirements to build and maintain a compliance matrix.
Example
An attachment contains a required staffing table absent from the main narrative instructions. Shredding the complete package identifies the table and assigns it to the response owner before drafting starts.

Federal Acquisition Regulation 15.204-1.
