What does 230 - VITEMA do?

The Virgin Islands Territorial Emergency Management Agency (VITEMA) is tasked with enhancing community resilience and emergency response capacity across the U.S. Virgin Islands. Its core mission centers on safeguarding public safety through preparedness, education, and rapid service delivery during natural disasters and crises. Strategic priorities include public awareness campaigns for tsunami and emergency preparedness, coordination of critical infrastructure support, and ensuring continuity of essential services such as emergency communications and meal provision during disruptions. The agency’s initiatives reflect a focus on integrated risk mitigation, leveraging both technical expertise and community-based services to strengthen island-wide preparedness. VITEMA procures a diverse range of non-construction services to support its operational needs, primarily contracting for environmental consulting to assess hazard vulnerabilities, telemarketing and contact center services to manage public alerts and emergency communications, catering to deliver emergency meals, plumbing and HVAC maintenance to sustain critical facilities, and individual and family services to assist displaced populations. Contracts are typically awarded through open solicitations without set-asides, indicating a preference for competitive, performance-based engagements that prioritize speed and technical capability over socioeconomic preferences. The agency’s procurement patterns are concentrated in NAICS categories related to emergency response infrastructure and social services: 624190 for human services, 541620 for environmental risk assessment, 722320 for emergency food services, 561422 for public communication systems, and 238220 for facility maintenance. Vendor relationships are transactional and project-specific, with no indication of long-term IDIQs or blanket purchase agreements. The agency relies on direct solicitations to secure specialized, time-sensitive capabilities. VITEMA operates under the Virgin Islands government with jurisdiction across St. Thomas, St. John, and St. Croix. It functions as the lead emergency management entity, coordinating with local and federal partners. Procurements are executed through standard federal-style competitive bidding processes, with no formal set-aside programs in use.
