What does Allied States Cooperative do?

The Allied States Cooperative supports the operational resilience and daily functionality of public infrastructure and services across Texas through strategic procurement of construction, management, and essential support services. Its core mission centers on enabling efficient public operations by securing critical building and maintenance services, administrative expertise, workforce development, and logistical resources. Strategic priorities include sustaining commercial and institutional facilities, enhancing administrative capacity through management consulting and training, and ensuring reliable access to food, sanitation, and utility-related services for public use. The agency prioritizes continuity in facility operations, workforce readiness, and community service delivery, with a clear emphasis on integrated, multi-year support systems rather than one-time acquisitions. Procurement patterns reveal a consistent demand for commercial and institutional construction, management consulting, and professional training services, alongside recurring needs for catering, waste and septage management, printing, and wholesale distribution of food and medical supplies. Contracts are typically issued as open solicitations without set-asides, indicating a preference for competitive, broad-based bidding to ensure service reliability and cost-efficiency across a wide vendor base. Supplemental and regional solicitations suggest coordination with ESC Region 19 to align procurement with localized operational demands. The agency primarily targets NAICS categories related to construction (236220, 237990), management consulting (541611), training (611430), sanitation (562991), and food services (722320, 311812), reflecting a focus on physical infrastructure and human services support. Vendor relationships are characterized by repeat engagement with established providers in these sectors, favoring proven performance over niche or emerging capabilities. As a Texas-based entity operating under the Texas Department, the Allied States Cooperative functions as a cooperative procurement vehicle serving multiple public entities across the state. It leverages master agreements and regional solicitations to streamline acquisition of high-volume, recurring goods and services, reducing administrative burden while maintaining procurement transparency and compliance.
