What does Ann Arbor Transportation Authority do?

The Ann Arbor Transportation Authority is dedicated to ensuring equitable, accessible, and efficient public transportation services across its service region. Its core mission centers on maintaining and expanding paratransit operations for individuals with special mobility needs, while simultaneously supporting infrastructure integrity and operational sustainability through targeted contracting. Strategic priorities include enhancing demand-response transportation systems, preserving transit fleet and facility assets, and securing professional financial oversight to ensure fiscal accountability. The agency prioritizes service reliability, regulatory compliance, and community accessibility, with programs focused on ADA-compliant mobility solutions and public transit modernization. Procurement patterns reveal a consistent emphasis on specialized transportation services, facility maintenance, and operational support functions. The agency routinely issues solicitations under competitive bidding frameworks, including Requests for Proposals and Requests for Quotations, to acquire contracted services rather than capital equipment. Contract structures are typically performance-based, with clear deliverables tied to service quality, safety standards, and operational continuity. Primary procurement targets include special needs transportation services, masonry and facility repairs, industrial equipment procurement, and certified financial auditing. These categories reflect a focus on sustaining core transit functions—vehicle operations, physical infrastructure, and financial governance—through external expertise rather than in-house capacity. The agency does not currently employ set-asides or diversity preferences in its contracting, indicating a procurement approach centered on competitive fairness and service specificity. As a local transit authority operating under the State of Michigan, the Ann Arbor Transportation Authority functions independently within its geographic jurisdiction, leveraging standard municipal procurement vehicles such as RFPs and RFQs to source mission-critical services. It does not maintain a centralized procurement office but relies on direct solicitations aligned with operational needs and regulatory requirements.
