What does ARNG Facilities do?

The ARNG Facilities unit, under Illinois’ Department of Military Affairs, supports the operational readiness of the Illinois Army National Guard by procuring specialized heavy equipment essential for infrastructure maintenance, emergency response, and facility operations. Its core mission centers on sustaining mission-critical ground support capabilities through the acquisition of robust, field-deployable machinery, particularly agricultural and earth-moving tractors adapted for military logistics and base upkeep. Strategic priorities include ensuring rapid deployability of equipment during natural disasters and civil support missions, maintaining readiness of guard facilities across the state, and integrating durable, low-maintenance machinery capable of operating in austere environments. Key programs focus on infrastructure resilience, equipment lifecycle management, and interoperability with state and federal emergency response networks. Procurement patterns indicate a consistent emphasis on heavy machinery procurement, primarily through direct solicitation methods, with a preference for performance-based contracts that ensure reliability and long-term serviceability. The agency typically utilizes simplified acquisition procedures for urgent needs, as evidenced by emergency notices, suggesting a responsive acquisition posture aligned with mission-critical timelines. The agency’s primary procurement focus is on NAICS 333111 — Farm Machinery and Equipment Manufacturing — reflecting its reliance on rugged, high-torque tractors and related attachments suited for both agricultural land management and military base infrastructure tasks. No set-aside preferences are indicated, and vendor relationships appear driven by technical capability and equipment durability rather than socioeconomic classifications. Contracts are awarded based on functional suitability, service support availability, and compliance with military-grade performance standards. ARNG Facilities operates as a specialized division within the Illinois Department of Military Affairs, supporting National Guard installations statewide. Though headquartered in Illinois, its procurement activities serve distributed facilities across the state. The agency relies on direct solicitation and emergency procurement vehicles to meet time-sensitive operational demands, leveraging standardized federal contracting frameworks without reliance on blanket purchase agreements or indefinite-delivery contracts.
