The Authority of the Borough of Charleroi is responsible for maintaining and upgrading critical public infrastructure to ensure safe, reliable water, sewer, and utility services for its residents. Its core mission centers on the construction, repair, and operational support of municipal water and wastewater systems, with a strong emphasis on aging infrastructure renewal and system resilience. Strategic priorities include modernizing waterline networks, enhancing sewage treatment capacity, and conducting routine maintenance through targeted capital improvement projects. The agency also invests in site preparation, chemical management for water quality, and utility inspection services to sustain long-term public health standards.
Procurement activity is dominated by civil construction and utility maintenance contracts, primarily awarded through competitive solicitation processes for public works projects. The agency routinely issues solicitations for water and sewer line construction, interceptor cleaning, tank demolition, and sewer replacement, indicating a reliance on fixed-price, performance-based contracts with clear technical specifications. These procurements are typically structured as competitive bidding opportunities with no set-asides, reflecting a focus on cost-efficiency and technical capability over socio-economic preferences.
The agency’s primary procurement targets include Water and Sewer Line and Related Structures Construction (NAICS 237110), Sewage Treatment Facilities (221320), and Other Basic Inorganic Chemical Manufacturing (325180), underscoring its operational dependence on chemical inputs for water treatment and heavy civil infrastructure. Supporting services such as janitorial maintenance, surveying, and site preparation are procured as needed to enable construction workflows. Vendor relationships are transactional and project-driven, with no evidence of preferred contractor programs or diversity-focused contracting vehicles.
The Authority operates as a municipal entity under the State of Pennsylvania, managing localized infrastructure within the Borough of Charleroi. It functions independently but aligns with state environmental and public works standards. All procurements are conducted through open solicitation mechanisms, with no use of blanket purchase agreements or indefinite-delivery contracts observed in available data.
