The agency likely utilizes state-wide cooperative contracts, blanket purchase agreements, or direct procurements aligned with California’s public education procurement guidelines, though these cannot be confirmed from the provided data. Industry preferences cannot be identified due to the absence of NAICS code data or set-aside records. There is no evidence to suggest targeted vendor categories, diversity initiatives, or preferential treatment for small, minority-owned, or disadvantaged businesses. Vendor relationships appear to be shaped by institutional needs rather than documented procurement preferences.
