What does California Department of Technology do?

The California Department of Technology is tasked with modernizing the state’s digital infrastructure by securing specialized technology services and hardware critical to public sector operations. Its core mission centers on maintaining secure, scalable, and interoperable IT systems that support statewide digital services, from broadband access to data management platforms. Strategic priorities include enhancing cybersecurity resilience, expanding digital equity initiatives, and ensuring continuity of mission-critical software environments, particularly in legacy systems requiring specialized maintenance and support. Key programs focus on network modernization, IPv4 resource management, and the sustainment of enterprise database and software platforms essential to state agency functionality. Procurement patterns reveal a consistent reliance on custom software development, system integration, and niche hardware procurement to support complex state IT environments. The agency frequently utilizes Request for Quotations (RFQs) and Invitations for Bids (IFBs) to acquire tailored solutions, indicating a preference for competitive, performance-based contracting rather than blanket purchase agreements. Contract vehicles emphasize technical specificity, with solicitations targeting vendors capable of delivering customized programming, infrastructure components, and ongoing software support. Primary procurement activity is concentrated in Other Computer Related Services, Custom Computer Programming Services, and Computer Peripheral Equipment Manufacturing, reflecting a demand for bespoke IT solutions and specialized hardware. The agency also engages Professional Employer Organizations and Remediation Services to support workforce scalability and environmental compliance in technology operations. No set-asides are currently utilized, suggesting a focus on technical capability over demographic-based preferences. Vendor relationships are formed around proven expertise in legacy systems, network infrastructure, and regulatory-compliant software sustainment. As a division of the California State Departments, the agency operates from Rancho Cordova and serves as the central technology procurement arm for statewide IT initiatives. It employs standard state procurement mechanisms including RFQs, IFBs, and RFI processes to acquire mission-critical technology services and equipment.
