What does CDLE - Office of New Americans do?

The Office of New Americans within the State of Colorado is dedicated to supporting the successful integration of refugees, immigrants, and other newly arrived populations through targeted social services, language access, and legal empowerment. Its core mission centers on fostering stability, self-sufficiency, and community belonging by delivering culturally competent reception, housing assistance, youth development, and immigration legal defense programs. Strategic priorities include expanding access to English language acquisition, stabilizing housing for vulnerable families, and ensuring equitable legal representation—programs designed to remove systemic barriers and promote long-term economic and social inclusion. Procurement patterns indicate a strong reliance on contracted service delivery rather than capital goods, with a clear emphasis on human-centered support systems. The agency frequently engages external providers to administer grant programs, coordinate community outreach, and deliver direct client services, typically through competitive solicitation processes without set-asides. Contract structures are predominantly grant-administering and service-based, reflecting a model of outsourced program implementation rather than in-house delivery. The agency’s primary procurement focus is on Translation and Interpretation Services (NAICS 541930), underscoring its commitment to linguistic equity and accessible communication for non-English-speaking populations. A single procurement under All Other Miscellaneous Manufacturing (NAICS 339999) suggests an incidental need for specialized non-medical equipment or materials supporting program operations, though this remains an outlier. There is no evidence of set-aside preferences or targeted diversity initiatives in procurement data, indicating a neutral vendor selection approach based on capability and alignment with program outcomes. As a unit within Colorado’s state government, the Office of New Americans operates statewide with no fixed physical location, coordinating through a network of community partners and service providers. It utilizes standard state procurement vehicles for soliciting services, primarily through competitive RFIs and grant administration frameworks to ensure accountability and program fidelity across diverse geographic and demographic contexts.
