Strategic priorities include expanding housing counseling networks, advancing legal protections for tenants through right-to-counsel initiatives, and cultivating the operational resilience of Community Housing Development Organizations (CHDOs). The agency prioritizes programs that bridge gaps in housing access, promote tenant rights, and foster community-led housing solutions, with a clear emphasis on preventive and wraparound services rather than construction or infrastructure development. The agency primarily procures consulting and technical assistance services to support program design, implementation, and evaluation. It relies heavily on management and scientific consulting contracts to enhance the effectiveness of its housing and family support initiatives. Contract vehicles are typically issued as open solicitations without set-asides, indicating a preference for competitive, performance-based engagements with qualified third-party providers who can deliver specialized expertise across citywide programs. The Chicago Department of Housing most frequently targets NAICS codes 624229 (Other Community Housing Services) and 624190 (Other Individual and Family Services), reflecting its focus on direct resident support and community-based housing infrastructure. There is no evidence of set-aside preferences; procurement is broadly open, suggesting a focus on capability and outcome-driven vendor selection over demographic targeting. As a department within the City of Chicago, it operates citywide with no geographic restrictions and reports under the broader municipal governance structure. It utilizes standard municipal procurement mechanisms, issuing solicitations for professional services, technical assistance, and program support contracts without reliance on specialized federal or state vehicles.
