The Children, Youth & Families Department is dedicated to safeguarding the well-being of vulnerable children and families across New Mexico through direct service support, systemic improvement, and operational excellence. Its core mission centers on strengthening child welfare systems, enhancing foster care outcomes, and ensuring safe, stable environments for at-risk populations. Strategic priorities include modernizing case management infrastructure, training protective services staff in evidence-based practices, and securing essential health and safety resources for residential and foster homes. Key programs focus on structured decision-making tools, trauma-informed training, and compliance-driven service delivery to meet state and federal child protection standards. The agency procures a diverse range of support services critical to operational continuity and program effectiveness. These include janitorial, laundry, waste management, and document preparation services to maintain facility hygiene and administrative functionality, alongside specialized training, data system hosting, and safety equipment procurement to directly advance child welfare outcomes. Contracts are typically issued as competitive solicitations without set-asides, reflecting a focus on capability and compliance over demographic preferences. Primary procurement activity aligns with NAICS categories supporting child and youth services, professional training, data systems, and facility operations. The agency consistently engages vendors in medical supplies, security services, waste disposal, and transcription to sustain daily operations and program integrity. Vendor relationships are built on demonstrated competency in child welfare contexts, regulatory adherence, and reliable service delivery rather than diversity-based preferences. As a state-level department under New Mexico’s broader organizational structure, the Children, Youth & Families Department operates statewide with no localized office restrictions. It utilizes standard government procurement vehicles, including open solicitations and competitive bidding processes, to acquire both direct service support and infrastructure-enabling services essential to its mission of child protection and family stability.
