What does City of Blackshear do?

The City of Blackshear is focused on advancing essential public infrastructure and community development through targeted investments in civil construction, engineering, and architectural design. Its core mission centers on improving municipal facilities and residential environments to support sustainable growth and public welfare, particularly in rural Georgia. Strategic priorities include upgrading sewage treatment systems to meet environmental standards, modernizing public parks through professional design services, and expanding affordable housing through coordinated infrastructure development. The agency prioritizes long-term resilience, regulatory compliance, and community-centric planning in all initiatives, ensuring that public investments align with state and federal grant objectives such as those administered through the U.S. Environmental Protection Agency. The City procures specialized professional services and construction capabilities to deliver public works projects, primarily through competitive solicitation processes. Engineering and architectural services are routinely engaged to support planning, design, and compliance oversight, while poured concrete foundation work and sewage treatment facility construction are procured to execute physical infrastructure upgrades. Contracts are typically issued as open solicitations without set-asides, reflecting a procurement approach centered on technical qualifications and project-specific expertise rather than socioeconomic preferences. Primary procurement activity targets NAICS 541310 (Architectural Services), 541330 (Engineering Services), 221320 (Sewage Treatment Facilities), and 238110 (Poured Concrete Foundation and Structure Contractors). The agency consistently engages firms with demonstrated experience in municipal infrastructure, environmental compliance, and rural development projects. Vendor relationships are built on technical competency and adherence to project specifications, with no indication of preference for small, minority, or disadvantaged business set-asides. As a municipal entity within the State of Georgia, the City of Blackshear operates independently but coordinates with state and federal grant programs to fund infrastructure initiatives. It utilizes standard public procurement vehicles including Requests for Proposals and competitive bidding processes to secure services and construction work across its jurisdiction.
