There are no set-asides or diversity preferences indicated in recent solicitations, suggesting a competitive, open-bidding approach. Vendor relationships appear transactional, with selection based on technical capability, responsiveness, and adherence to municipal specifications rather than long-term partnership frameworks. The City of Northfield operates under the State of Minnesota as a municipal entity with no separate departmental hierarchy.
