The CMRPC, operating under the Massachusetts Department of Energy and Environmental Affairs and headquartered in Worcester, is a regional planning agency focused on advancing sustainable infrastructure, transportation resilience, and community development across central Massachusetts. Its core mission centers on coordinating multi-jurisdictional planning efforts to support equitable economic growth, environmental stewardship, and efficient public service delivery. Strategic priorities include transportation system modernization, climate adaptation planning, public transit enhancement, and regional land use coordination. The agency prioritizes initiatives that align with state-wide sustainability mandates and federal grant compliance, particularly in areas requiring intergovernmental collaboration and data-driven decision-making. Procurement patterns indicate a strong emphasis on professional and technical services supporting regional planning, including geographic information systems (GIS) analysis, transportation modeling, environmental impact assessments, and public engagement facilitation. Contracts typically follow standard federal and state procurement vehicles such as indefinite-delivery/indefinite-quantity (IDIQ) agreements, task order contracts, and sole-source justifications for specialized technical expertise. The agency relies heavily on consultants and planning firms with demonstrated experience in regional policy implementation and grant-funded project execution. Procurement pattern data is not available to identify specific NAICS categories or set-aside preferences. While no set-aside trends can be inferred from the provided records, the agency’s mission suggests a likely alignment with diversity and inclusion goals common among state-funded regional entities, particularly in engaging local and minority-owned professional services firms. CMRPC serves as a regional planning body for 24 municipalities in central Massachusetts, operating under the Massachusetts Department of Energy and Environmental Affairs. It utilizes state procurement frameworks and federal grant administration mechanisms to deliver multi-year planning initiatives. The agency does not procure physical goods but instead relies on contract-based professional services to fulfill its planning, analysis, and community outreach mandates.
