What does Colorado Correctional Industries do?

Colorado Correctional Industries operates as a state-run enterprise within the Colorado State Departments, focused on producing goods and services through inmate labor to support correctional facility operations and reduce state expenditures. Its core mission centers on rehabilitation through vocational training, offering incarcerated individuals marketable skills in manufacturing, agriculture, and administrative support while supplying essential products to state institutions. Strategic priorities include self-sufficiency, cost containment, and workforce development, with key programs encompassing mattress and textile production, food processing, office supply manufacturing, and metal fabrication—all designed to create sustainable, in-house supply chains. The agency procures a wide range of industrial and consumable goods, primarily sourcing raw materials and components necessary for its own production processes. Frequent acquisitions include stationery and office supplies, textile fabrics for bedding, coffee beans for on-site food service, alfalfa hay for animal feed, and metal components for equipment assembly. Contracts are typically issued as solicitations, requests for quotes, or invitations for bids, often without set-asides, reflecting a preference for direct, competitive procurement to support internal operational needs rather than external market development. Primary procurement activity aligns with NAICS categories including 424120 (stationery and office supplies wholesale), 337910 (mattress manufacturing), 313210 (broadwoven fabric mills), and 311920 (coffee and tea manufacturing), indicating a strong emphasis on vertically integrated production. The agency consistently sources materials suited to its in-house manufacturing capabilities, favoring vendors who can supply bulk, standardized inputs with consistent quality. No set-aside preferences are indicated, suggesting procurement decisions are driven by operational necessity rather than socioeconomic targeting. Colorado Correctional Industries is a state-operated entity under the Colorado Department of Corrections, with no public physical location listed but active across correctional facilities statewide. It utilizes direct solicitations and competitive bidding mechanisms to acquire materials essential to its production ecosystem, maintaining a closed-loop supply model that reinforces its rehabilitative and fiscal missions.
