What does Construction Procurement do?

The Construction Procurement agency focuses on enabling the construction, maintenance, and operational readiness of state-owned facilities through targeted procurement of specialized building services and infrastructure support. Its core mission centers on ensuring safe, functional, and compliant public environments by securing skilled trades, facility maintenance, and ancillary construction-related services. Strategic priorities include sustaining aging infrastructure, modernizing building systems, and maintaining high standards in facility operations. Key programs emphasize finish carpentry, commercial construction, and building equipment services, with strong emphasis on long-term maintenance and remediation capabilities to support public safety and regulatory compliance. The agency routinely procures construction and facility support services, including finish carpentry, commercial building construction, elevator maintenance, landscaping, janitorial services, and structured cabling. Contracts are typically awarded through competitive solicitation processes with no set-asides, indicating a focus on technical capability and performance over socioeconomic preferences. Procurement vehicles appear to favor open bidding for service-based contracts, prioritizing vendor expertise in niche trades and timely delivery of mission-critical infrastructure work. Primary procurement targets include NAICS codes 238350 (Finish Carpentry Contractors), 236220 (Commercial and Institutional Building Construction), and 238290 (Other Building Equipment Contractors), reflecting a consistent demand for skilled trades and building systems maintenance. Additional recurring needs include landscaping, janitorial services, and building inspection support, suggesting an integrated approach to facility lifecycle management. The agency does not appear to prioritize set-asides or diversity programs based on available data, instead selecting vendors based on technical qualifications and service scope. The agency operates under the Florida Department of State as a centralized procurement entity with statewide jurisdiction. It utilizes standard state procurement frameworks to acquire construction and facility services across all state-owned properties. While no physical location is listed, its procurement activity suggests coordination with district-level facilities management teams to fulfill infrastructure needs across Florida’s public sector.
