What does DNR750790 Kincaid State Fish Hatchery DNRPIK do?

The DNR750790 Kincaid State Fish Hatchery DNRPIK supports Ohio’s aquatic resource management mission by ensuring the sustainable propagation, transport, and deployment of fish populations for ecological restoration and public recreational fishing programs. Its core priorities center on maintaining healthy fish stocks through efficient hatchery operations, safe live fish transportation, and reliable off-road logistics for remote stocking locations. Strategic initiatives include modernizing aquatic infrastructure and enhancing field mobility to support statewide stocking schedules, particularly in hard-to-reach waterways where rugged, mission-critical equipment is essential. Procurement patterns reflect a focus on specialized transportation and vehicle systems tailored to aquaculture logistics. The agency consistently acquires customized truck beds and tank systems for live fish transport, alongside heavy-duty utility terrain vehicles (UTVs) designed for off-road access to remote stocking sites. Contracts are typically awarded through open solicitations without set-asides, indicating a preference for performance-based, equipment-specific solutions over service-based contracts. Procurements emphasize durability, environmental compatibility, and operational reliability under field conditions. Industry preferences are narrowly aligned with NAICS 441110 (New Car Dealers) for vehicle-based transport solutions and 336992 (Military Armored Vehicle, Tank, and Tank Component Manufacturing) for specialized tank and cargo systems adapted for aquatic use. The agency does not utilize set-asides and appears to prioritize technical specifications over vendor size or certification status. Vendor relationships are transactional and product-centric, with selection driven by engineering suitability for aquatic transport and rugged terrain navigation rather than broad service capabilities. Organized under the Ohio Department of Natural Resources, this hatchery operates as a field-level facility with no public-facing location data, functioning as part of a statewide network supporting fisheries management. It relies on direct procurement vehicles for equipment acquisition, favoring tailored, non-commodity solutions that meet stringent operational demands in aquatic resource conservation.
