The Division of Housing – Public Housing Agency (DOLA) is tasked with ensuring the safety, functionality, and long-term viability of public housing infrastructure across Colorado. The agency prioritizes preventive maintenance and capital improvement projects, particularly at concentrated housing sites such as Fort Lyon, where infrastructure demands are persistent and mission-critical. Procurement activity reflects a heavy reliance on construction and engineering services to sustain physical assets. The agency routinely issues solicitations for roofing repairs, building construction, and utility system maintenance, often through competitive sealed bid and request for quotation mechanisms. Engineering design services and management consulting support are also regularly engaged to guide infrastructure planning and compliance with state and federal housing codes. Primary procurement targets include engineering services, roofing contractors, and commercial building construction, with recurring needs in sewage treatment and steam/air-conditioning supply. Locksmith services and administrative management consulting are procured selectively to support facility security and operational governance. The agency does not currently employ set-asides or diversity preferences in its contracting, and all solicitations are open to general competition. Vendor relationships are transactional and project-based, with an emphasis on contractors capable of delivering durable, code-compliant work under tight operational constraints. DOLA operates as a division within the Colorado Department of Housing, with statewide responsibility for public housing assets. It utilizes standard state procurement vehicles, including competitive bidding and direct award mechanisms, to acquire goods and services aligned with housing preservation and resident welfare objectives.
