Its core mission centers on enhancing aerial combat capabilities, with a strategic emphasis on the Hypersonic Attack Cruise Missile (HACM) program. Key priorities include weapon-aircraft integration, wind tunnel testing for hypersonic flight, and the expansion of manufacturing capacity to ensure the readiness and scalability of critical ordnance.
Procurement patterns indicate a heavy reliance on the manufacturing of ammunition, guided missiles, and space vehicle components. The agency frequently seeks specialized engineering services and research and development in the physical and engineering sciences to support technical maturation. Contract activity includes a mix of sources-sought notices for technical support and the use of on-ramp vehicles to streamline the acquisition of munitions and related hardware.
The agency primarily targets vendors within the ammunition and guided missile manufacturing sectors, as well as professional scientific and technical service firms. There is a demonstrated preference for utilizing Small Business Administration set-asides, including 8(a) and Small Business Prime designations, to diversify its industrial base.
