What does Fresno Housing Authority do?

The Fresno Housing Authority is dedicated to ensuring safe, affordable, and habitable housing for low-income residents across Fresno County through the development, rehabilitation, and ongoing maintenance of public housing communities. Its core mission centers on improving living conditions by overseeing the full lifecycle of housing infrastructure—from new construction and major renovations to compliance-driven inspections and operational support. Strategic priorities include modernizing aging housing stock, enforcing federal housing quality standards, and enhancing resident services through targeted capital improvements and administrative efficiency. The agency prioritizes long-term housing stability, with initiatives focused on energy-efficient upgrades, accessibility compliance, and community infrastructure enhancements. Procurement patterns reveal a heavy reliance on construction management and general contracting services to execute large-scale residential rehabilitation and new development projects. The agency frequently engages contractors for comprehensive building upgrades, including roofing, structural repairs, and site improvements, alongside essential professional services such as financial auditing, building inspections, and translation support to ensure regulatory adherence and equitable resident access. Primary procurement activity is concentrated in Commercial and Institutional Building Construction, Roofing Contractors, and Building Inspection Services, reflecting a clear emphasis on physical infrastructure integrity. Additional support functions include accounting, language services, and specialized equipment procurement for operational needs. The agency consistently uses open, non-set-aside solicitations, indicating a procurement approach focused on competitive bidding without targeted diversity preferences. As a subdivision of the State of California, the Fresno Housing Authority operates independently to manage federally funded housing programs within its jurisdiction. It utilizes standard federal and state procurement vehicles for construction and professional services, relying on competitive sealed bids and performance-based contracts to deliver housing solutions.
