What does Great Onyx Job Corps Center do?

The Great Onyx Job Corps Center, operating under the U.S. Forest Service within the Department of Agriculture, delivers workforce development and vocational training to young adults through structured apprenticeship and behavioral support programs. Its core mission centers on cultivating employable skills in underserved youth by integrating hands-on technical training with mental health and life skills services. Strategic priorities include expanding access to career pathways in environmental stewardship, urban forestry, and skilled trades, with a strong emphasis on holistic participant development. Programs are designed to transition trainees into sustainable employment through certified training, mentorship, and clinical support services. The agency procures specialized training services, mental health practitioner support, and operational equipment critical to its residential workforce model. Contracts typically follow presolicitation and solicitation pathways, with a preference for performance-based agreements that align with educational outcomes and safety standards. Procurement vehicles emphasize direct awards and simplified acquisition procedures suited to mission-critical, non-commodity needs. Primary procurement activity targets NAICS 611513 for apprenticeship training and 621330 for mental health practitioner services, reflecting its dual focus on education and behavioral wellness. The agency consistently prioritizes Small Business Administration (SBA) set-asides, signaling a deliberate commitment to partnering with small, mission-aligned providers who can deliver tailored, community-based support. Vendor relationships are built around specialized expertise in youth development, vocational instruction, and clinical services rather than mass-market suppliers. Organized as a residential job corps center under the Forest Service, the agency operates independently without a public physical address but functions as a key component of the Department of Agriculture’s workforce development infrastructure. It utilizes standard federal procurement mechanisms including FAR-based contracts and simplified acquisitions, favoring performance-driven solicitations that ensure alignment with its rehabilitative and educational objectives.
