The Green Mountain Transit Authority is dedicated to ensuring reliable, safe, and sustainable public transportation services across Vermont. Its core mission centers on maintaining and modernizing transit infrastructure, securing critical fuel supplies for fleet operations, and engaging professional services to support planning, engineering, and regulatory compliance. Strategic priorities include enhancing operational efficiency through infrastructure upgrades, adopting cleaner fuel technologies, and strengthening planning capabilities to meet evolving mobility needs. Key programs focus on fleet sustainability, facility safety upgrades, and comprehensive transit system planning aligned with state and federal transportation standards. Procurement patterns reveal a consistent reliance on specialized professional services and energy-related supplies. The agency frequently solicits engineering services for infrastructure assessments, legal counsel for regulatory matters, and plumbing and HVAC contractors for facility maintenance. Fuel procurement—particularly premium ultra-low sulfur diesel and renewable diesel—dominates its acquisition profile, reflecting a commitment to fleet modernization and environmental compliance. Contracts are typically issued through competitive solicitations, including Invitations for Bids and Requests for Proposals, with no set-asides employed, indicating an open, merit-based procurement approach. Primary procurement targets include petroleum refining (324110), engineering services (541330), and mixed-mode transit planning (485111), underscoring a focus on energy security, technical expertise, and systemic planning. The agency engages vendors with demonstrated capacity in fuel supply chain management, civil engineering, and transit operations consulting. Vendor relationships are built on technical qualification and compliance with environmental and safety standards rather than diversity set-asides. Organized under the State of Vermont, the Green Mountain Transit Authority operates statewide, serving rural and urban communities through a centralized transit network. It utilizes standard federal procurement vehicles such as IFBs and RFPs to acquire goods and services, maintaining a lean administrative structure focused on operational delivery rather than broad administrative functions.
