What does Horse Racing Comm do?

The Horse Racing Commission of Indiana is tasked with regulating and overseeing the integrity of thoroughbred and harness racing within the state. Its core mission centers on ensuring fair competition, enforcing anti-doping protocols, and maintaining public confidence in the sport through rigorous equine health and safety standards. Strategic priorities include the implementation of standardized drug testing protocols, real-time monitoring of equine pharmaceutical use, and collaboration with veterinary and analytical laboratories to detect performance-altering substances. The agency prioritizes transparency and accountability in racing outcomes, supporting programs that safeguard both athlete horses and the economic ecosystem of Indiana’s racing industry. Procurement activity reflects a singular, highly specialized focus: equine drug testing services. The agency consistently engages external laboratories and analytical service providers to conduct comprehensive biological sampling, metabolite detection, and forensic toxicology on racehorses. Contracts are typically awarded through competitive solicitation processes, often structured as performance-based service agreements requiring accredited laboratory certification and chain-of-custody compliance. The primary NAICS category targeted is 621999, All Other Miscellaneous Ambulatory Health Care Services, which encompasses specialized veterinary diagnostic and forensic testing services. The agency does not currently employ set-asides or diversity contracting preferences, indicating a procurement approach driven by technical capability and regulatory compliance rather than socioeconomic objectives. Vendor relationships are formed with highly specialized laboratories possessing ISO/IEC 17025 accreditation and experience in equine pharmacology. Organized under the Indiana Department of Agriculture, the Horse Racing Commission operates as a standalone regulatory body with statewide jurisdiction over licensed racing facilities. It relies exclusively on professional services contracts to secure technical expertise in equine science and forensic analysis, avoiding capital procurement in favor of outsourced analytical capacity. Its structure is lean, with procurement centered on maintaining scientific rigor in racing integrity programs.
