What does Housing do?

The City of Pueblo’s Housing division is dedicated to expanding access to safe, affordable, and sustainable residential housing through targeted development initiatives. Its core mission centers on stimulating the construction of new multifamily housing units to meet growing community needs, with a strategic emphasis on both affordable and market-rate housing solutions. The agency prioritizes placemaking efforts that integrate housing with community infrastructure, promote equitable neighborhood growth, and support long-term housing stability for residents across Pueblo. Key programs focus on public-private partnerships to leverage capital investment, streamline permitting for residential development, and encourage mixed-income housing models that align with regional housing goals. Procurement activity is concentrated in the construction of new multifamily residential buildings, primarily through competitive solicitation processes that seek qualified general contractors and development teams with experience in residential construction. The agency typically engages through design-build and construction management at-risk delivery methods, favoring vendors capable of managing complex, multi-phase housing projects from site preparation through occupancy. The agency’s primary procurement focus is on NAICS 236116 — New Multifamily Housing Construction (except For-Sale Builders) — reflecting a deliberate strategy to increase housing stock through purpose-built, non-speculative developments. While no set-aside preferences are currently indicated, the agency appears to prioritize vendors with demonstrated capacity in affordable housing finance, local labor engagement, and compliance with building codes and energy efficiency standards. Vendor relationships are typically formed through responsive bids and long-term development partnerships rather than recurring service contracts. As a municipal housing authority under the City of Pueblo, the agency operates within a localized jurisdiction, coordinating with city planning, economic development, and community services departments. It utilizes standard public procurement vehicles including requests for proposals and competitive sealed bids to acquire construction services, with an emphasis on transparency and community impact alignment.
