What does IL Air National Guard Facilities do?

The Illinois Air National Guard Facilities is tasked with maintaining and modernizing the physical infrastructure that supports the operational readiness of Illinois Air National Guard units. Its core mission centers on ensuring mission-critical facilities—such as hangars, maintenance bays, administrative buildings, and training centers—are equipped with reliable, code-compliant environmental control systems. Strategic priorities include enhancing facility resilience, improving energy efficiency, and sustaining HVAC infrastructure to meet the rigorous demands of military operations and emergency response readiness. The agency prioritizes long-term infrastructure reliability over short-term cost savings, emphasizing systems that support continuous operations under extreme conditions. Procurement activity is focused almost exclusively on specialized HVAC systems and control infrastructure, reflecting a consistent need for integrated heating, ventilation, and air-conditioning solutions tailored to high-utilization military environments. Contracts are typically issued as direct solicitations under federal acquisition regulations, often leveraging government-wide acquisition contracts or other indefinite-delivery/indefinite-quantity (IDIQ) mechanisms to streamline vendor selection and ensure rapid response to facility degradation or mission-critical upgrades. The agency’s procurement activity is concentrated in NAICS 238220, indicating a strong reliance on licensed plumbing, heating, and air-conditioning contractors with expertise in commercial and industrial-grade systems. There is no evidence of set-aside preferences, suggesting procurement decisions are driven primarily by technical capability, compliance with military specifications, and proven performance in high-stakes environments. Vendors are expected to demonstrate familiarity with Department of Defense facility standards and the ability to work within secure, operational installations. Organized under the Illinois Department of Military Affairs, the agency operates across multiple Air National Guard bases within the state, coordinating facility maintenance and capital improvements to support both federal and state mission requirements. It utilizes standard federal procurement vehicles to acquire specialized infrastructure services, ensuring alignment with DoD and federal building codes while maintaining operational continuity.
