What does Illinois Department of Military Affairs do?

The Illinois Department of Military Affairs is tasked with ensuring the operational readiness and infrastructure integrity of state military facilities, including the Illinois National Guard and related defense assets. Its core mission centers on maintaining secure, functional, and compliant installations to support training, emergency response, and homeland defense operations. Strategic priorities include facility sustainment, personnel security, and logistical support, with a strong emphasis on physical security systems, building maintenance, and specialized contractor services that enable continuous mission execution. Programs focus on elevator and mechanical systems upkeep, facility engineering, and on-site security operations to safeguard personnel and critical infrastructure. The agency consistently procures security guard and patrol services, national security-related support, and building equipment contracting, reflecting its reliance on third-party vendors to sustain day-to-day operations at military sites. Contracts for electrical, plumbing, and HVAC systems indicate a focus on facility modernization and compliance with safety codes. Procurements are typically structured as rebids, renewals, or change orders, suggesting a preference for established vendor relationships and long-term service agreements rather than one-time acquisitions. Primary procurement targets include security services (NAICS 561612), national security support (928110), and building systems contracting (238290, 238210, 238220). The agency also acquires professional services such as engineering, driver education, and janitorial support to complement its operational needs. No set-asides are indicated, and all recent solicitations are open to full and open competition, indicating a procurement philosophy prioritizing capability and continuity over demographic-based preferences. Organized under the Illinois State Departments, the Illinois Department of Military Affairs operates statewide with no single physical headquarters, managing multiple armories, training centers, and logistics facilities. It relies on direct solicitations and contract renewals to acquire services, leveraging performance-based contracting models to ensure accountability and mission alignment across its distributed infrastructure.
