What does Kings Mountain do?

The Kings Mountain agency, operating under the North Carolina state government, is focused on advancing public infrastructure and facility planning through professional architectural and engineering services. Its core mission centers on the strategic development and enhancement of municipal facilities and public spaces to support community growth, safety, and long-term resilience. Strategic priorities include the creation of comprehensive facilities master plans and targeted improvements to civic infrastructure, particularly in transportation-adjacent and recreational areas such as parks and parking facilities. The agency prioritizes evidence-based planning, sustainable design, and lifecycle asset management to ensure public investments deliver enduring value. Procurement patterns reveal a consistent reliance on professional architectural and engineering services to support planning, design, and implementation of public works projects. The agency routinely issues Requests for Qualifications (RFQs) to secure technical expertise for complex infrastructure initiatives, favoring performance-based contracting approaches that emphasize deliverables tied to functional outcomes rather than prescriptive methods. Contract structures typically involve sole-source or competitive selection processes for specialized consulting services, with no evidence of standardized blanket purchase agreements or indefinite-delivery vehicles. Primary procurement activity is concentrated in NAICS 541310 (Architectural Services), reflecting a deep institutional need for design and planning expertise, and NAICS 812930 (Parking Lots and Garages), indicating active investment in urban mobility and public space management. There is no indication of set-aside preferences or targeted diversity initiatives in current procurement practices. Vendor relationships appear to be project-driven, with selection based on technical capability, experience in municipal planning, and demonstrated capacity to deliver multi-phase facility studies. Kings Mountain operates as a local entity under the broader authority of the North Carolina state government, with no distinct departmental separation indicated. Its procurement activities are conducted at the municipal level, serving a localized geographic footprint. The agency employs direct solicitation methods for professional services, relying on RFQs to identify qualified consultants rather than leveraging state-wide contract vehicles or cooperative purchasing agreements.
