AI Mission Profile

The KKC agency, operating under the Illinois Department of Education, is dedicated to advancing workforce development and community reintegration through targeted educational and social support services. Its core mission centers on expanding access to vocational training, re-entry programming, and career readiness initiatives for underserved populations, particularly those transitioning from incarceration or facing systemic barriers to employment. Strategic priorities include strengthening partnerships with local institutions to deliver job-aligned education, supporting re-entry pathways through wraparound services, and modernizing technical training infrastructure—evidenced by recent solicitations for automotive programs focused on electric vehicle technology and charging infrastructure. The agency prioritizes programs that bridge education with labor market demands, ensuring participants gain industry-recognized credentials and sustainable employment outcomes. KKC primarily procures educational support services, including curriculum development, student support coordination, and workforce training delivery, alongside specialized equipment procurement for technical programs. Contracts are typically structured as competitive solicitations under standard federal and state procurement frameworks, with no set-asides observed in recent activity. The agency relies on performance-based service contracts and equipment acquisition vehicles to ensure measurable outcomes and operational readiness. The agency’s procurement activity is concentrated in NAICS 611710 (Educational Support Services) and 624190 (Other Individual and Family Services), reflecting its emphasis on non-traditional education models and social services integration. A smaller but strategic focus on NAICS 423120 (Motor Vehicle Supplies and New Parts Merchant Wholesalers) supports hands-on technical training in emerging automotive technologies. Vendor relationships are built through open competition, with no evidence of preference for small, minority, or disadvantaged business set-asides. KKC is a state-operated entity within Illinois, functioning as a specialized division focused on post-secondary education and community reintegration. It operates without a distinct physical location listed, suggesting centralized administrative oversight under the Illinois Department. Procurement is conducted through standard state and federal contracting mechanisms, emphasizing transparency, performance metrics, and alignment with workforce development goals.
