What does Lottery do?

The Lottery agency of Michigan is tasked with ensuring the integrity, security, and operational reliability of state-run draw game systems. Its core mission centers on certifying and maintaining the hardware and software infrastructure that governs lottery drawing processes, guaranteeing public trust through tamper-resistant, auditable, and compliant technology. Strategic priorities include rigorous certification of drawing equipment and draw game software, ongoing maintenance of critical machinery, and the continuous validation of system integrity to prevent fraud and ensure fair outcomes. The agency’s programs are designed to uphold regulatory standards and public confidence in state gaming operations through technical rigor and transparent oversight. Procurement activity is dominated by the acquisition of certified hardware components and maintenance services essential to the secure operation of lottery drawing systems. Contracts are typically issued as solicitations requiring technical validation and compliance with industry-specific standards, with a clear emphasis on functional reliability over cost-driven procurement. The agency relies on performance-based contracting models that demand demonstrable certification, ongoing support, and system auditability from vendors. The primary NAICS category targeted is 423710, Hardware Merchant Wholesalers, indicating a consistent need for specialized, industrial-grade hardware components used in lottery terminals and drawing machines. While no set-aside preferences are evident, the agency’s procurement pattern suggests a preference for vendors with proven expertise in secure gaming hardware, cryptographic certification, and mechanical reliability. Vendor relationships appear to be long-term and technically intensive, favoring those capable of supporting complex, regulated systems with documented compliance histories. Organized under the Michigan state government, the Lottery operates as a standalone agency with no geographic subunits, overseeing all statewide draw game operations from a centralized authority. It utilizes standard state procurement vehicles for technical services and hardware procurement, prioritizing competitive solicitations that enforce strict technical and security requirements. Its structure reflects a mission-driven focus on operational security rather than broad service delivery.
