The Maine Agency for Cultural Development (MAC) is dedicated to fostering statewide access to arts, cultural education, and creative workforce development. Its core mission centers on empowering artists, supporting community-based cultural initiatives, and advancing professional capacity within Maine’s creative sector. Strategic priorities include nurturing artistic leadership through training programs, expanding outreach to rural and underserved communities, and preserving cultural heritage through public art and performance initiatives. Key programs such as Poetry Out Loud, Creative Aging, and the Traditional Arts Apprenticeship reflect a commitment to intergenerational engagement, arts education, and the sustainable growth of Maine’s cultural ecosystem. MAC primarily procures services related to professional and management development training for artists and cultural practitioners, as well as specialized computer-based support for program administration and digital outreach. Contract structures are typically performance-based solicitations focused on program delivery, facilitation, and community engagement rather than hardware or infrastructure. The agency favors contractors with demonstrated experience in arts education, nonprofit program management, and culturally responsive service delivery. The agency’s procurement activity is concentrated in NAICS 611430 (Professional and Management Development Training) and, to a lesser extent, 541519 (Other Computer Related Services) and 711510 (Independent Artists, Writers, and Performers). MAC consistently engages independent artists, teaching artists, and cultural consultants to deliver direct programming, indicating a preference for flexible, project-based vendor relationships over institutional contracts. No set-aside preferences are indicated in procurement data, suggesting an open, merit-based approach to vendor selection. MAC operates under the Maine Department of Economic and Community Development, with a statewide footprint focused on rural and regional arts development. It utilizes competitive solicitations and direct awards to engage a diverse network of individual artists, cultural nonprofits, and specialized service providers, prioritizing local expertise and community alignment in all procurement decisions.
