What does Magnet Schools do?

The Magnet Schools program, operated under the Capitol Region Education Council in Hartford, Connecticut, is dedicated to enhancing educational equity and student outcomes through targeted infrastructure investments in specialized academic environments. Their core mission centers on creating safe, functional, and technologically enabled learning spaces that support magnet school curricula—particularly in STEM, arts, and career-focused programs. Strategic priorities include upgrading athletic and physical education facilities to promote student wellness and school engagement, while ensuring compliance with accessibility and safety standards. Key initiatives focus on modernizing outdoor learning environments and improving lighting systems to extend usable hours for after-school programs and community use. The agency primarily procures specialized physical infrastructure services and equipment, with a clear emphasis on site preparation for athletic facilities and the installation of commercial-grade lighting systems designed for outdoor athletic fields. Contracts are typically awarded through competitive solicitation processes, with no set-asides currently in use. Procurements reflect a preference for turnkey solutions that integrate engineering, installation, and compliance verification, often requiring vendors with expertise in educational facility standards and outdoor sports infrastructure. Primary procurement activity is concentrated in NAICS 238910 (Site Preparation Contractors) and 335132 (Commercial, Industrial, and Institutional Electric Lighting Fixture Manufacturing), indicating a focus on durable, high-performance infrastructure that supports both educational programming and community use. The agency does not prioritize set-asides or diversity contracting programs based on current data, and vendor relationships appear to be driven by technical capability, compliance with safety codes, and proven experience in educational facility upgrades. Operated by the Capitol Region Education Council, the Magnet Schools program serves multiple school sites across the Hartford region, functioning as a specialized initiative within a regional educational service agency. It utilizes standard state and local procurement vehicles for construction and equipment acquisition, relying on competitive bidding for capital improvement projects tied to academic program enhancement.
