What does Mayors Office of Sustainability do?

The Mayors Office of Sustainability is tasked with advancing climate resilience and environmental stewardship across the City of Cleveland through strategic planning and evidence-based policy development. Its core mission centers on designing and implementing comprehensive climate action frameworks that align with regional sustainability goals, particularly through data-driven analysis, community engagement, and long-term emissions reduction strategies. Key priorities include the development of municipal climate action plans, infrastructure adaptation measures, and cross-sector coordination to meet state and federal environmental targets. The agency emphasizes integrated planning that connects transportation, energy, land use, and public health outcomes to foster equitable, low-carbon urban growth. The agency primarily procures professional engineering services to support the design, analysis, and technical documentation of large-scale sustainability initiatives. Contracts are typically structured as performance-based professional service agreements, often issued through competitive solicitation processes to secure specialized expertise in environmental planning and systems modeling. These procurements are not set aside and are awarded based on technical merit and demonstrated capacity in climate resilience planning. Engineering services, classified under NAICS 541330, represent the agency’s dominant procurement category, reflecting its reliance on technical consultants to develop climate action plans, conduct emissions inventories, and model urban sustainability scenarios. There is no evidence of set-aside preferences or targeted diversity initiatives in current procurement activity. Vendor relationships are transactional and project-specific, favoring firms with proven experience in municipal climate planning and regional environmental systems analysis. As a unit of the City of Cleveland, the Mayors Office of Sustainability operates within a municipal governance structure focused on local environmental policy implementation. It does not maintain a separate physical footprint beyond city hall operations and relies exclusively on professional service contracts to execute its mission, leveraging competitive solicitations to access external technical expertise rather than maintaining in-house engineering capacity.
