The Mountain Regional Water Special Service District is focused on modernizing its operational infrastructure through enterprise-level technology integration, with a clear emphasis on enhancing water resource management through digital transformation. Its core mission centers on ensuring reliable, efficient, and data-driven water service delivery across its service area by adopting integrated software systems that support planning, billing, customer service, and asset management. Strategic priorities include implementing a unified Enterprise Resource Planning (ERP) platform to streamline cross-functional operations, improve transparency, and enable real-time decision-making. Key initiatives revolve around digitizing legacy workflows, enhancing data interoperability, and building a scalable IT foundation to support future water infrastructure demands.
Procurement patterns indicate a strong reliance on professional IT services, particularly in the design and implementation of complex enterprise software systems. The agency consistently seeks contractors capable of delivering tailored computer systems design solutions that align with public utility operational requirements. Contracts are typically awarded through competitive solicitation processes, favoring vendors with demonstrated expertise in ERP architecture, system integration, and public sector compliance.
The agency’s primary procurement activity is concentrated in NAICS 541512, Computer Systems Design Services, reflecting its investment in custom-built digital infrastructure rather than off-the-shelf hardware or generic software. No set-aside preferences are indicated, suggesting procurement decisions are driven by technical capability and functional fit rather than socioeconomic targeting. Vendor relationships appear to be performance-based, with an emphasis on long-term system support and change management capabilities.
Organized under the State of Utah, the Mountain Regional Water Special Service District operates as an independent public utility district serving regional water needs. It utilizes formal procurement vehicles such as competitive solicitations to acquire mission-critical IT services, maintaining a lean administrative structure focused on operational outcomes over administrative scale.
