The National Envir. Satellite, Data and Info. Services focuses on the management and maintenance of critical satellite data infrastructure and the delivery of environmental information services. Strategic priorities center on maintaining high-availability computing environments, ensuring the continuity of satellite ground stations, and advancing research and development in the physical and engineering sciences. Key initiatives include the modernization of data flow risk analysis and the sustainment of specialized remote sensing hardware, such as ground station antennas. Procurement patterns emphasize a heavy reliance on computing infrastructure, data processing, and web hosting services. The agency frequently procures software licenses, enterprise renewals, and specialized computer-related services to support its technical operations. Additionally, there is a consistent requirement for facility-level technical support, including electrical contracting, generator repairs, and precision equipment maintenance to ensure the operational readiness of its physical infrastructure. The agency primarily targets vendors within the computing infrastructure, research and development, and computer systems design NAICS categories. There is a demonstrated preference for utilizing SBA set-asides to meet small business goals. Vendor relationships are characterized by a mix of long-term renewals for enterprise software and the use of IDIQ parent contracts to streamline the acquisition of complex technical services. Operating as a program office under the Department of Commerce and NOAA, the agency manages a scope that extends from domestic data centers to remote installations, such as the McMurdo ground stations. Its procurement structure utilizes a combination of forecast-based renewals, competitive recompetes for IDIQ vehicles, and targeted service contracts for facility and technical support.
