What does Nebraska Forest Service USDA Fs do?

The Nebraska Forest Service, USDA Forest Service, is dedicated to advancing sustainable forest management and native tree propagation across Nebraska’s public lands. Its core mission centers on restoring and maintaining healthy forest ecosystems through the production and deployment of nursery-grown seedlings and specialized growing infrastructure. Strategic priorities include enhancing reforestation capacity, supporting wildfire resilience, and promoting native species regeneration—activities enabled by the procurement of custom-grown media and durable, climate-adaptive growing containers. The agency prioritizes long-term ecological outcomes over short-term inputs, ensuring that every procurement aligns with conservation science and land management objectives. Procurement activity is concentrated on specialized horticultural inputs essential for nursery operations, particularly plastic growing containers and blended growing media formulated for native tree seedlings. Contracts are typically structured as direct awards or combined solicitations, reflecting the agency’s need for reliable, consistent supply chains that meet precise biological and physical specifications. These procurements are not commoditized; they are mission-critical components designed to optimize root development, moisture retention, and transplant survival rates in challenging environmental conditions. The agency primarily targets NAICS 326199 for custom plastics manufacturing and 325314 for fertilizer blending, indicating a strong preference for vendors capable of producing tailored, high-performance nursery inputs. All recent contracts have been awarded under SBA set-asides, signaling a deliberate commitment to empowering small businesses with specialized manufacturing expertise in agricultural and forestry products. Vendor relationships are built on technical collaboration, quality assurance, and the ability to meet exacting biological performance standards rather than volume-based pricing. Organized under the U.S. Department of Agriculture’s Forest Service, the Nebraska Forest Service operates as a regional field unit with statewide responsibility for forest health initiatives. It utilizes direct procurement vehicles and cooperative agreements to secure mission-specific goods, avoiding broad commercial catalogs in favor of engineered solutions aligned with ecological restoration goals.
