The Newport News Redevelopment and Housing Authority is dedicated to advancing safe, stable, and sustainable housing environments through targeted infrastructure improvements and operational modernization. Its core mission centers on maintaining and upgrading public housing facilities to meet safety, functionality, and livability standards for low-income residents. Strategic priorities include structural integrity enhancements, facility rehabilitation, and administrative capacity building, with initiatives focused on preserving affordable housing stock and ensuring long-term operational resilience. Key programs involve physical asset management, court-related infrastructure support, and workforce development through contracted professional services.
The agency primarily procures construction and maintenance services to support the upkeep of public housing units and associated civic infrastructure. Contracting activities are concentrated in skilled trades such as roofing, finish carpentry, and facade restoration, alongside administrative services related to succession planning and human capital management. Procurements are typically issued as competitive solicitations—both invitations to bid and requests for proposals—without set-asides, indicating an open, non-preferential approach to vendor selection.
Primary procurement activity aligns with NAICS codes 238160 (Roofing Contractors), 238350 (Finish Carpentry Contractors), and 561320 (Temporary Help Services), reflecting a reliance on specialized trades for physical asset maintenance and workforce support. The agency also engages in public infrastructure services under 922110 (Courts), suggesting collaboration with judicial facilities located within or adjacent to housing complexes. Vendor relationships are transactional and performance-driven, with no evidence of targeted diversity or small business set-asides, indicating a focus on technical capability and bid competitiveness over socioeconomic preferences.
As a local housing authority operating under the Commonwealth of Virginia, the agency serves the Newport News metropolitan area with a mandate to manage public housing assets and related civic functions. It operates independently but reports through state-level housing and community development frameworks. Procurements are conducted through standard state and federal contracting vehicles, primarily open solicitations designed to ensure transparency and value in public expenditures.
