The Office of Entrepreneurial Development, under the Small Business Administration, is dedicated to fostering innovation and scaling regional economic growth by empowering small businesses through strategic technical assistance and capacity-building services. Its core mission centers on cultivating regional innovation ecosystems, supporting entrepreneurial networks, and enhancing the operational readiness of small business development stakeholders. Strategic priorities include advancing Regional Innovation Clusters—initiatives designed to connect entrepreneurs with research institutions, industry experts, and capital—and strengthening the accreditation and performance of Small Business Development Centers. The agency prioritizes programs that bridge the gap between innovation and commercialization, ensuring underserved entrepreneurs gain access to high-impact consulting and development resources.
The agency most frequently procures scientific and technical consulting services, particularly those focused on innovation strategy, cluster development, and entrepreneurial ecosystem design. Contracts are typically structured as combined or indefinite-delivery/indefinite-quantity (IDIQ) vehicles to support multi-year, scalable program delivery. These engagements often require deep domain expertise in regional economic development, innovation policy, and small business technical assistance.
Primary procurement activity targets NAICS 541690 (Other Scientific and Technical Consulting Services), reflecting a consistent demand for advisory services that guide innovation cluster implementation and performance evaluation. The agency exclusively utilizes SBA set-asides for these procurements, signaling a firm commitment to contracting with small businesses that possess specialized knowledge in entrepreneurial support systems. Vendor relationships are built around long-term, performance-based partnerships with firms experienced in public-sector innovation programming and small business ecosystem management.
As a component of the Small Business Administration, the Office of Entrepreneurial Development operates nationally without a fixed physical footprint, coordinating programs through a decentralized network of regional partners and grantees. It relies primarily on competitive solicitations and set-aside contracts to ensure alignment with its mission of inclusive economic growth and small business empowerment.
