Open Net NNLE is focused on the expansion and modernization of national telecommunications and digital connectivity infrastructure. Its core mission centers on the deployment of large-scale fiber optic networks and the enhancement of broadband capabilities. Strategic priorities include the rollout of passive fiber optic infrastructure across multiple regional phases and the implementation of advanced network management tools, such as Geographic Information System (GIS) platforms for broadband mapping and IP/MPLS active equipment to support high-capacity data transport.
Procurement patterns emphasize a heavy reliance on civil engineering and technical construction for the physical deployment of fiber optic cables. The agency frequently procures a combination of passive infrastructure construction, specialized engineering consultancy services for oversight of civil works, and enterprise software licensing for data center operations.
The agency's organizational scope is characterized by significant geographic deployment across various regions, including Tbilisi, Kakheti, and Kvemo Kartli, indicating a mandate for national-level infrastructure development. Its activities involve coordinating complex technical projects that bridge the gap between physical construction and high-level network administration.
