What does Planning & Conservation do?

The Planning & Conservation agency, operating under the Monterey Peninsula Regional Park District, is dedicated to preserving and restoring natural landscapes through strategic land management and ecological stewardship. Its core mission centers on enhancing regional park resilience by integrating scientific planning with sustainable land use practices. Key priorities include floodplain restoration, habitat conservation, and the use of conservation grazing to manage invasive vegetation and promote native biodiversity. Programs focus on long-term ecological health, public access to protected lands, and climate-adaptive infrastructure, with procurement decisions aligned to support science-based land management and environmental compliance. The agency primarily procures engineering services for complex ecological infrastructure projects and specialized grazing management contracts. These procurements typically take the form of professional service agreements for construction management, environmental planning, and ecological operations. Contracts are awarded through competitive solicitation processes without set-asides, reflecting a focus on technical expertise and site-specific outcomes rather than socioeconomic preferences. The agency relies on performance-based contracting to ensure measurable ecological results. Engineering services (NAICS 541330) dominate procurement activity, supporting the design and oversight of restoration projects such as floodplain rehabilitation. Conservation grazing leases (NAICS 112420) represent a niche but critical procurement category, enabling targeted vegetation control through managed livestock operations. The agency does not utilize set-asides and maintains vendor relationships grounded in demonstrated ecological competency, regulatory knowledge, and field experience in regional ecosystems. Partners are selected based on technical qualifications and proven success in habitat management. Operating as a regional park district under the State of California, the agency manages protected lands across the Monterey Peninsula, including Palo Corona and Rancho Cañada. It functions as an independent public entity with direct oversight of conservation programs and capital projects. Procurements are conducted through open solicitations and professional service contracts, emphasizing environmental outcomes over transactional efficiency. The agency’s structure prioritizes ecological integrity and public land stewardship through targeted, expertise-driven contracting.
