What does Planning and Development Department do?

The Planning and Development Department of the City of Champaign focuses on enhancing community engagement through culturally enriching public events and dynamic programming that support local arts and entertainment. Its core mission centers on fostering vibrant public spaces by contracting professional event planners to design, coordinate, and execute high-visibility performing arts and recreational series—particularly seasonal outdoor concerts that draw residents and visitors alike. Strategic priorities include cultivating inclusive community experiences, strengthening partnerships with local cultural organizations, and ensuring events align with urban development goals to activate public infrastructure. Key programs emphasize summer entertainment series and similar initiatives that promote civic pride, economic activity in downtown corridors, and equitable access to cultural programming. The department primarily procures event planning and production services, specifically for the organization and management of live performances and public spectacles. Contracts are typically awarded through competitive solicitation processes, with an emphasis on performance-based deliverables including logistics coordination, artist liaison, permitting, safety planning, and audience engagement strategies. Procurement vehicles are standard municipal RFPs, with no indication of blanket purchase agreements or long-term indefinite-delivery contracts. The agency’s procurement activity is concentrated in NAICS 711320—Promoters of Performing Arts, Sports, and Similar Events without Facilities—reflecting a deliberate focus on outsourced event management rather than facility operations or in-house production. There is no evidence of set-aside preferences or targeted diversity initiatives in recent solicitations. Vendor relationships appear transactional and project-based, with selection driven by demonstrated experience in public event execution, risk mitigation, and compliance with municipal ordinances. As a department under the City of Champaign’s broader Planning and Development structure, it operates within a municipal governance framework, supporting urban revitalization through temporary programming rather than capital construction. It utilizes standard municipal procurement channels and relies on third-party contractors to deliver time-sensitive, seasonal public events that complement long-term community development plans.
