What does Portsmouth Naval Shipyard do?

The Portsmouth Naval Shipyard supports the readiness and modernization of U.S. Navy submarines and surface vessels through specialized maintenance, overhaul, and technical upgrade activities. Its core mission centers on sustaining critical naval platforms by procuring high-integrity components and precision-engineered systems essential for underwater and surface operations. Strategic priorities include enhancing propulsion system reliability, upgrading electrical distribution networks, and ensuring structural integrity of hull and mechanical assemblies. The agency prioritizes mission-critical repairs and retrofits that extend vessel service life while maintaining stringent naval engineering standards. Procurement activity focuses on custom-fabricated metal components, specialized electrical systems, and industrial machinery required for shipyard-level maintenance. Recent solicitations indicate a strong emphasis on copper bus bars, nickel-chromium-iron alloy piping, submersible pumping systems, and high-capacity cable assemblies—all integral to power distribution, hull integrity, and environmental control aboard naval vessels. Contracts are typically issued as direct solicitations or presolicitations, often requiring adherence to military specifications and qualified vendor certification. The agency targets manufacturers of power transformers, fabricated wire products, and industrial equipment leasing services, reflecting its need for specialized electrical infrastructure and maintenance support assets. While set-aside data indicates a history of SBA-supported contracts, recent opportunities show no designated small business or diversity preferences, suggesting a focus on technical capability over socioeconomic criteria. Vendor relationships are built on proven expertise in naval-grade fabrication, non-destructive testing, and compliance with naval engineering codes. As a U.S. Navy facility under the Department of the Navy, the Portsmouth Naval Shipyard operates as a government-owned, contractor-operated shipyard with deep institutional expertise in nuclear and conventional vessel sustainment. It utilizes direct award and competitive solicitation mechanisms aligned with Defense Logistics Agency and Navy acquisition frameworks, prioritizing mission-critical delivery over commercial procurement norms.
