What does Region Ix Education Cooperative do?

The Region Ix Education Cooperative is dedicated to strengthening educational outcomes across New Mexico by supporting schools and districts with targeted instructional, assessment, and professional development services. Its core mission centers on advancing equitable access to high-quality education through evidence-based interventions, particularly for underserved student populations, including Native American learners. Strategic priorities include implementing statewide literacy frameworks, enhancing science and math curricula, developing inclusive supports for students with disabilities, and modernizing data systems to improve accountability and instructional decision-making. The agency prioritizes collaborative, research-informed models such as Reading Apprenticeship and hybrid learning tools to ensure scalable, sustainable improvements in classroom practice. The Cooperative most frequently procures educational support services, including curriculum alignment, tutoring, assessment administration, and professional training for educators. Contracts are typically structured as performance-based solicitations focused on implementation, evaluation, and integration of new instructional models into existing district systems. Procurements emphasize outcomes over inputs, requiring vendors to demonstrate alignment with state standards and measurable impact on student achievement. Primary procurement categories include Educational Support Services, Translation and Interpretation Services for multilingual learners, and Exam Preparation and Tutoring, reflecting a commitment to linguistic equity and academic intervention. The agency also invests in specialized technology services for assessment platforms and data system enhancements, indicating a growing reliance on digital infrastructure to support instruction and compliance. No set-asides are currently utilized, and vendor relationships appear to be merit-based, with emphasis on technical expertise in education technology and pedagogical design. Region Ix Education Cooperative operates as a regional support entity under the New Mexico Department of Education, serving multiple school districts across the state. It leverages competitive solicitations and direct award mechanisms to procure services that align with state educational priorities, functioning as a conduit for statewide initiatives rather than a direct service provider. Its procurement structure is designed to ensure uniformity, compliance, and scalability across diverse educational environments.
