What does Scranton Business Administration do?

The Scranton Business Administration is tasked with advancing the city’s public infrastructure resilience and urban revitalization through strategic capital investments in transportation, stormwater management, and civic construction. Its core mission centers on maintaining and modernizing critical public works systems—particularly roadways, stormwater drainage networks, and related civil structures—to ensure public safety, environmental compliance, and long-term municipal functionality. Strategic priorities include flood mitigation, streetscape enhancement, and coordinated site preparation for municipal development, with a strong emphasis on durable, high-impact infrastructure that supports equitable community access and climate adaptation. The agency routinely procures construction services for highway and street systems, water and sewer line installations, and site preparation works, reflecting its operational focus on civil infrastructure maintenance and expansion. Contract vehicles are primarily competitive solicitations for hard bid construction and specialty trade services, with no evidence of set-aside programs or preferential procurement structures. Engineering, architectural, and professional technical services support these capital projects, indicating a project-based delivery model reliant on third-party consultants for design and oversight. Primary procurement targets include Highway, Street, and Bridge Construction; Water and Sewer Line Construction; and Site Preparation Contractors, underscoring a clear emphasis on physical public works. Engineering and landscaping services are also consistently engaged to support project planning and environmental integration. The agency shows no preference for small business, minority-owned, or other set-aside categories, and vendor relationships appear transactional, driven by bid competitiveness and technical capability rather than diversity initiatives. As a municipal department under the City of Scranton, the Scranton Business Administration operates within a localized governance framework, managing infrastructure procurement for urban and suburban public rights-of-way across the city. It utilizes standard public bidding processes and performance-based contracts for construction and professional services, with no indication of long-term IDIQs or master agreements. Its scope is confined to municipal infrastructure, with no evidence of broader regional or state-level coordination.
