What does Southern University at New Orleans do?

Southern University at New Orleans focuses on maintaining and upgrading critical campus infrastructure to ensure safe, reliable, and energy-efficient operations for academic and administrative functions. Its core mission centers on sustaining institutional resilience through the modernization of building systems, particularly those governing thermal comfort and environmental control. Strategic priorities include extending the lifecycle of HVAC assets, reducing operational downtime, and enhancing energy performance across campus facilities through proactive maintenance and timely equipment replacement. The agency prioritizes reliability and long-term system integrity over short-term cost savings, emphasizing preventive service protocols and full-system replacements to avoid cascading failures in high-usage buildings. The institution most frequently procures plumbing, heating, and air-conditioning services, with recurring solicitations for chiller and boiler replacements alongside comprehensive preventative maintenance contracts. These procurements are typically structured as competitive solicitations under standard federal and state procurement frameworks, with no set-asides applied, indicating an open, performance-based procurement approach focused on technical capability and service reliability rather than socioeconomic preferences. The primary NAICS category targeted is 238220, reflecting a consistent demand for specialized mechanical systems contractors with expertise in commercial-grade HVAC installations, retrofits, and ongoing service. Vendor selection appears driven by technical qualifications, equipment compatibility, and proven track records in institutional settings, with no indication of targeted diversity or small business preferences in current practice. As a constituent institution of the Louisiana state university system, Southern University at New Orleans operates under the broader oversight of the Louisiana Department of Education and maintains a single-campus presence in New Orleans.
