What does Southwest Regional Education Cooperative do?

The Southwest Regional Education Cooperative is dedicated to strengthening educational outcomes across New Mexico by supporting school districts with targeted instructional, administrative, and operational enhancements. Its core mission centers on expanding access to equitable learning opportunities through evidence-based programs, professional development, and technology-enabled student support systems. Strategic priorities include scaling high-dosage tutoring, implementing multi-layered student support systems, modernizing grant administration frameworks, and embedding culturally responsive mentorship initiatives—particularly for underserved high school students transitioning to postsecondary education. The agency prioritizes interventions aligned with federal and state education equity goals, focusing on data-driven program design and systemic cohesion across K–12 and college readiness pipelines. The agency most frequently procures educational support services and tutoring solutions, reflecting its emphasis on supplemental academic interventions and programmatic infrastructure. It also invests in systems design and management consulting services to integrate policies, streamline operations, and align funding streams across member districts. Contracts are typically issued as competitive solicitations without set-asides, favoring performance-based agreements that require measurable outcomes in student engagement, retention, and academic progress. Primary procurement targets include Educational Support Services, Exam Preparation and Tutoring, and Computer Systems Design Services, indicating a strong reliance on digital platforms and operational consulting to deliver educational programs. The agency consistently seeks vendors capable of delivering scalable, evidence-based solutions in learning support, policy integration, and program evaluation. Vendor relationships are built on demonstrated expertise in K–12 education systems, not diversity set-asides, with a preference for firms experienced in state-funded education initiatives and federal grant compliance. As a regional cooperative under the New Mexico Department of Education, the agency serves multiple school districts across the state, functioning as a collaborative hub for shared resources and coordinated programming. It utilizes standard government procurement vehicles for professional services, issuing solicitations for both technology platforms and consulting engagements to advance district-level capacity and systemic alignment.
