What does Space Development Agency do?

The Space Development Agency focuses on the rapid development and deployment of advanced space architectures, specifically targeting the National Defense Space Architecture. Its core mission centers on enhancing orbital capabilities through the procurement of low-latency solutions for hypersonic target recognition, overhead persistent infrared systems in low Earth orbit, and secure signal transmission. Strategic priorities include the advancement of optical ground stations, radiation-hardened flight computers for cis-lunar space, and the maximization of satellite transmission bandwidth and data security. Procurement patterns are heavily weighted toward research and development in the physical and engineering sciences. The agency frequently utilizes Small Business Innovation Research (SBIR) Phase 2 awards to mature emerging technologies and employs Systems, Technologies, and Emerging Capabilities (STEC) support contracts. They also procure specialized space-tracking software licenses and enterprise systems engineering and technical assistance (SETA) services to manage complex technical requirements. The agency primarily targets NAICS 541715 for its technical requirements, reflecting a deep reliance on specialized scientific research and engineering. There is a significant preference for Small Business Administration (SBA) set-asides, particularly for high-innovation projects and SBIR initiatives, indicating a strategy of leveraging small business agility for cutting-edge space technology. The Space Development Agency operates under the Immediate Office of the Secretary of Defense within the Department of the Air Force. Its organizational scope encompasses the design and implementation of large-scale space architectures, utilizing a mix of sole-source justifications for specialized software and competitive solicitations for broad technical support.
