What does Strategic Sourcing & Procurement do?

The Strategic Sourcing & Procurement agency, operating under the Illinois Department of Commerce and Economic Opportunity, supports the state’s economic development agenda by securing specialized professional services that enhance public sector capacity and strategic communication. Its core mission centers on enabling effective program delivery through targeted procurement of training, planning, and marketing services that align with statewide economic growth objectives. Key priorities include building workforce readiness through professional development programs, facilitating strategic policy planning, and advancing tourism and business outreach through creative marketing initiatives. The agency operates with a focus on agility, responding to urgent operational needs while maintaining compliance with state procurement protocols. Procurement patterns indicate a reliance on sole-source and exempt solicitation vehicles, particularly for time-sensitive or specialized services requiring subject-matter expertise. Contracts are typically issued under small purchase thresholds or emergency extensions, suggesting a preference for streamlined acquisition methods that bypass full competitive bidding when urgency or unique qualifications are involved. The agency frequently utilizes direct award mechanisms to secure non-commoditized services that demand niche knowledge or established institutional relationships. The agency primarily targets NAICS 611430 for professional and management development training, NAICS 541810 for advertising and creative marketing services, and NAICS 921190 for general government support functions such as strategic planning and administrative coordination. These categories reflect a focus on human capital development and public engagement rather than infrastructure or technology procurement. There is no evidence of set-aside preferences or diversity contracting initiatives in current activity. Vendor relationships appear to be built around specialized consultants and service providers with proven experience in state government contexts. As a unit within Illinois’ Department of Commerce and Economic Opportunity, the agency operates statewide with no fixed physical location, serving as a centralized procurement function for specialized services across economic development programs. It employs exempt, sole-source, and small purchase contracting vehicles to ensure timely acquisition of mission-critical professional services.
