What does Supervisor Of Shipbuilding do?

The Supervisor of Shipbuilding, under the Department of the Navy, is responsible for overseeing the maintenance, repair, and availability of U.S. Navy surface ships and auxiliary vessels. Its core mission centers on ensuring fleet readiness through scheduled dry-docking, structural overhauls, and critical system upgrades, with a focus on sustaining operational capability across the Navy’s aging and active ship inventory. Strategic priorities include extending vessel service life, enhancing watertight integrity, and supporting complex availability events such as Selected Restricted Availability (SRA) and Dry-Dock Selected Restricted Availability (DSRA). The agency prioritizes mission-critical shipyard services, including hull repairs, mechanical system refurbishment, and specialized naval engineering support to maintain combat readiness and compliance with naval engineering standards. Procurement patterns reveal a strong reliance on professional and technical services to support shipbuilding oversight, including consulting for technical evaluations, program management, and operational readiness assessments. While the majority of contract opportunities pertain to ship maintenance and repair activities, procurement documentation often lacks NAICS classification, indicating a heavy use of non-standard or internally defined contracting vehicles for direct shipyard support. The agency frequently issues presolicitations and solicitations for vessel availability events, suggesting a structured, lifecycle-based approach to procurement aligned with naval shipyard calendars. Industry engagement is primarily directed toward firms capable of delivering specialized technical consulting services under NAICS 541690 and 541990, indicating a demand for expert naval architecture, marine engineering, and systems integration support. No set-asides are currently employed, and vendor relationships appear centered on proven technical capability rather than socioeconomic preferences. Organized under the Department of the Navy, the Supervisor of Shipbuilding operates without a fixed geographic footprint, instead coordinating shipyard activities across multiple U.S. naval maintenance facilities. It utilizes a mix of standard government-wide acquisition contracts and direct award vehicles to procure ship-specific services, emphasizing mission-critical outcomes over commercial procurement norms.
