Its core mission centers on ensuring safe, sustainable, and inclusive public spaces through targeted investments in building systems, transportation structures, and community planning initiatives. Strategic priorities include modernizing aging civic buildings to meet ADA accessibility standards, transitioning to energy-efficient heating and cooling systems, preserving local natural resources through responsible land management, and engaging residents in the design of future village development. These efforts reflect a deliberate focus on long-term public welfare, environmental stewardship, and equitable access to municipal services. The agency primarily procures specialized contracting services related to plumbing, heating, and air-conditioning systems, reflecting its emphasis on facility modernization and energy efficiency. Engineering services and forestry support activities are also regularly engaged to support infrastructure integrity and environmental compliance. Contracts are typically awarded through competitive solicitations under standard federal procurement frameworks, with no set-asides currently utilized. The agency relies on performance-based contracting to ensure quality outcomes in construction, design, and environmental services. The Town’s primary procurement focus lies in NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors), followed by 541330 (Engineering Services) and 115310 (Support Activities for Forestry). These categories align with its operational needs for facility upgrades, structural assessments, and land-based conservation efforts. The agency does not employ set-asides and maintains a vendor-neutral procurement approach, selecting contractors based on technical capability, compliance, and project alignment rather than demographic or size-based preferences. As a municipal entity within the State of Vermont, the Town of Roxbury operates with a localized scope, managing public infrastructure and community assets across its rural jurisdiction.
