What does Transportation & Parking do?

The Transportation & Parking agency of the City of St. Petersburg is tasked with maintaining and enhancing the city’s waterfront mobility infrastructure, with a primary focus on the construction and installation of water-based transit systems and related marine structures. Its core mission centers on ensuring safe, reliable, and resilient access to public waterways through targeted civil works projects, particularly those involving dock installations, ferry terminals, and submerged infrastructure. Strategic priorities include modernizing maritime access points to support public transit, tourism, and emergency response capabilities, with an emphasis on durable, code-compliant construction that withstands coastal environmental conditions. Key programs revolve around adaptive infrastructure upgrades that align with municipal resilience goals and public safety standards. Procurement activity is heavily concentrated in civil construction services for water and sewer line systems, reflecting a consistent need for specialized marine infrastructure development. The agency typically issues solicitations for turnkey construction contracts requiring engineering oversight, permits, and coordination with environmental and maritime regulatory bodies. Contract structures are predominantly fixed-price, performance-based agreements requiring certified contractors with proven experience in submerged and tidal zone construction. The agency’s primary procurement focus is on NAICS 237110 — Water and Sewer Line and Related Structures Construction — indicating a clear preference for contractors capable of executing complex underwater and shoreline civil works. There are no set-aside preferences indicated in recent activity, and vendor relationships appear to be merit-based, prioritizing technical expertise in marine construction over demographic classifications. The agency engages with a narrow but highly specialized pool of contractors experienced in dock systems, pilings, and waterfront structural integrity. As a department under the City of St. Petersburg, Transportation & Parking operates within a municipal governance framework, managing terrestrial and aquatic transportation assets across the city’s coastal zones. It utilizes standard municipal procurement vehicles, including competitive sealed bidding and request for proposals, to secure qualified contractors for infrastructure projects that support public transit and waterfront accessibility.
